Any company in the UK that intends to hire employees (including the Director) must be registered as an employer in the PAYE system. The registration is done with HMRC by the company's Director who is a resident in the UK and has an active National Insurance Number (NIN).
Registration of a company with PAYE is not possible for any Directors who do not have an active National Insurance Number (NIN).
